Kuomintang. The former, amarting, it is said, from
is Majesty's Consul General's representations follow-
ing the Merlin outrage (see despatch to Foreign Office
No.689 of 22nd November, 1924) is believed to have
conceived the idea of calling out the Chinese on Sa-
meen partly from anti-foreign malice pure and simple,
and partly as a first step in the direction of the
extension over the island of Chinese jurisdiction.
The instament a used were the Seamer's and Mechanica'
"nions, and through these organisations, the former of
which was responsible last year for the more serious
strike in Fongkong, it was an easy matter to place the
domestic aervants et cetera on hameen in fear of their
lives, by utilising the chauvinist passions already
effectually fomented by the native press, especially
as the strike scarcely involved the members of these
Inions themselves,all attempts to induce the Seamen
and others to come out in sympathy being met with
refusal.
